Yes thats electrical tape on the chainstay. I think it weights 6 pounds.

I'll sent you pics by email. There is nothing wrong with the frame. Just a few small scratchs from transporting the bike. But i don't take COD only paypal. Let me know if thats alright with you. I will be sending with purolator with a tracking # and insurence.
